The Exchange and Cooperation Center of NADS is established based on the multi-disciplinary elite faculty of NADS and works primarily on data and intelligence analysis, cooperative cadre training, exclusive policy interpreting, policy consulting service and industrial development research.

Current key cooperation projects: cooperate with local governments in holding routine or special cadre training sessions to comprehensively improve theoretical attainment and governance level of local policy cadres from all angles; cooperate with local governments in building local observation points to continuously monitor, collect and dynamically track local economic development situations, accurately and soundly unveil prominent regional economic problems, and offer forward-looking and strategic policy suggestions; closely follow news and trends of major national policies, key spirits of meetings and ministries and commissions and organize experts to offer exclusive interpreting based on actual situations of local governments via the platforms of Policy Observation and In One Chart series; build normalized policy consulting relationship with local governments and provide professional policy consultation for a certain government policy or issue, such as feasibility demonstration, policy execution effects evaluation and negative list evaluation, or undertake strategic planning or major research projects in a specific area; grasp industrial development trends, focus on key government-supported industries or industries of enterprises under major government support, and release periodic industry index reports and industry development reports through interdisciplinary research, in-depth investigation and construction of industry index.
