The Reform of State-owned Enterprises I experienced and Some Theoretical Thinking


State-owned enterprises are a distinctive feature of the Chinese market economy. The added value of all state-owned enterprises accounts for more than 30% of GDP, and profits and taxes account for more than 60% of fiscal revenue. This year marks the 40th anniversary of the reform of state-owned enterprises, which is exactly the key process of economic reform. What kind of reform course has China's state-owned enterprises experienced in the past 40 years? How to evaluate the experience and lessons of previous reforms of state-owned enterprise? What is the next step in the reform of state-owned enterprises?

Speaker profile

Zhou Fangsheng, born in 1949, is from Chengdu, Sichuan Province. He graduated from Hunan University. Zhou started his career at Shanxi Automobile Manufacturing Factory in February, 1968. He joined the China National Heavy-Duty Truck Corporation in 1986. Since 1990, He has worked in the State-owned Assets Administration Bureau. In 1998, he served as Deputy Director of Poverty Elimination Office of State-owned Enterprises, the State Economic and Trade Commission. In 2001, he became Director of the State-owned Assets Management and Research Office of Chinese Academy of Fiscal Sciences, Ministry of Finance. In 2003, he worked in the Enterprise Reform Bureau of the State-owned Assets Supervision and Administration Commission of the State Council, and later served as Deputy Director. He is currently Vice President of the China Enterprise Reform and Development Research Society.
