Xu Qinhua：Coordinating High-Quality Development and High-Level Security in Building a Strong Energy Nation

Abstract: The key to transforming China from a major energy country to a strong energy nation lies in completing the strategic shift from scale-expansion growth to quality- and efficiency-oriented development, and realizing the leap from "volume leadership" to "strength leadership". At present, China's energy development has laid a solid foundation for this transformation in terms of scale and industrial advantages, technological and innovation leadership, as well as institutional and policy safeguards. Nevertheless, under the dual goals of coordinating development and security and seeking "breakthroughs", the building of a strong energy nation in China still faces two challenges: domestically, constraints exist in development quality and institutional mechanisms; internationally, it encounters geopolitical tensions and security blockades. To address these issues, we should establish the strategic guideline of "using high-quality development to boost high-level security", break development bottlenecks through high-quality institutional and mechanism reforms, forge a solid security foundation with high-level self-reliance and strength in science and technology, reshape the global energy governance landscape through high-level opening-up, and build the energy industry into a fundamental and cornerstone pillar supporting Chinese modernization.
