These reform measures not only address the various problems faced by SMEs in the context of the current downward pressure on the economy, but also give various combined plans of long-term sustainable development of SMEs.
If the SMEs prosper, the national economy will prosper. Whether SMEs can develop healthily is the weather vane and barometer of national economic development. A comprehensive and pragmatic solution to the problems faced by Chinese SMEs has become an important task of current economic policies. Recently, the General Office of CCCPC and the General Office of the State Council issued the "Guiding Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises" (hereinafter referred to as "Guiding Opinions"). It is precisely to solve the difficulties and stimulate the vitality of small and medium-sized enterprises from a strategic perspective.
The "Guiding Opinions" is a comprehensive document issued by China in the past 10 years to specifically support the development of SMEs. It is also the integration and deepening of various recent policies to support SMEs. It not only implements the various arrangements of the Central Economic Work Conference, but also it fully embodies the spirit of the important speech of General Secretary Xi Jinping at the private enterprise symposium. Such a comprehensive policy can avoid the limitations of headaches and pains, and thus open up a comprehensive prescription for the various deep-seated problems faced by SMEs.
The "Guiding Opinions" is a plan for treating both the symptoms and the root causes, both focusing on reality and future. For example, from three aspects, the paper puts forward the fundamental measures to create a good development environment, and proposes various policies to enhance the ability of innovation and development from four aspects, and proposes specific measures to improve service guarantee work from four aspects. These reforms not only address the various problems faced by SMEs in the context of the current downward pressure on the economy, but more importantly, they address the long-term sustainable development of SMEs by giving various combinations of solutions to production costs raising, financing difficulties, and lack of innovative development capabilities.
At the same time, the "Guiding Opinions" is coordinated and unified with relevant macroeconomic policies, which guarantees that the proposed reform measures have practical paths and means to be implemented; the most obvious point is to consistent with the macroeconomic policy of stabilizing employment, finance, foreign trade, macroeconomic policies of foreign investment, investment, and expectations. For example, solving the problem of financing difficulties for SMEs is in line with the recent implementation of a prudent monetary policy and macro-prudential supervision; solving the problem of excessive cost of SMEs is also reflected in the active and effective fiscal policy. It can be said that cracking all kinds of problems of small and medium-sized enterprises and promoting the healthy development of small and medium-sized enterprises have become an important carrier for completing the "six stabilities" macroeconomic policies.

The "Guidance Opinions" also specifically requires that "the State Council's Office for Promoting the Development of Small and Medium-sized Enterprises should strengthen supervision over the promotion of the healthy development of small and medium-sized enterprises", that is, it is necessary to prevent government departments at all levels from not fully implementing policies due to factors such as detached administrative levels and regional barriers.
We believe that the policy measures proposed in the "Guidance Opinions" will gradually land, and will continue to release policy dividends for the development of SMEs, not only to stimulate the development vitality of SMEs in the new era, but also to support the high-quality development of China's economy with the healthy development of SMEs.
