The Center for Research on Energy and Resource Strategies takes energy and resource issues in China’s urbanization process for its study object and large sample micro-data for the empirical basis to build a systematic “economy-energy/resources-environment” dynamic feedback model. The Center uses computable equilibrium analysis, structural equation model, full life cycle assessment, econometrics and other scientific models and methods to identify and observe the transmission mechanism, channel, direction and scale of various policies to energy/resources in the economic system in a quantitative way. The Center also conducts scenario simulation and policy assessment and analysis based on China’s future development needs so as to provide scientific and decision-making bases for China to establish sustainable development strategies for energy and resources in the future.
The Center carries out interdisciplinary research and integrates disciplines of resource and environmental economics, environmental science and engineering, international relations and politics, institutional economics and development economics. Existing researchers come from multiple schools and departments of RUC, including the School of Economics, the School of Environment and Natural Resources, the School of International Studies, and the Institute of China’s Economic Reform & Development. All of them have obtained the doctor’s degree or made research visits at well-known overseas universities and hence great theoretical research basis. Meanwhile, the Center adopts a new collaborative innovation concept, responding to strategic needs of the government sector, connecting domestic and overseas think tank agencies and experts and scholars, and grasping the real situation of local regions and industrial sector so as to link theoretical research with real domestic energy and resource issues, sum up scientific issues from specific contradictions and come up with countermeasures via research.
Researchers at the Center have achieved certain achievements in scientific research, countermeasure consultation and public service. In the last five years (2008-2013), they chaired 6 international cooperation projects, 15 state-level projects and over 40 provincial, ministry-level and entrusted projects. They have published over 180 pieces of paper on international SSCI/SCI journals such as American Journal of Agricultural Economics, Land Economics, Energy Economics, Resource and Energy Economics, Energy Policy and China Economic Review and domestic journals such as Economic Research Journal, Management World and the Journal of World Economy. They published 18 works. Their relevant research achievements received provincial and ministry-level rewards for 6 times. They have provided over 40 consultation reports for decision-making departments such as NDRC, MOF and NEA. They interpreted China’s energy and resource policies via TV and online media for multiple times, rendering positive social influence.

Zheng Xinye
Doctor, Georgia State University; Professor and Deputy Dean of the School of Economics, RUC; nonresident researcher at the Brookings Institution of the US. Zheng is mainly engaged in research on public economics and energy economics and provides decision consultations for NDRC, MOF, NEA, SERC, NECC and other multiple government agencies as well as ADB and other international agencies. Zheng has published 5 works and nearly 100 pieces of academic paper and reviews on domestic and overseas journals.

Xu Qinhua
Professor of the School of International Studies, RUC; Visiting Scholar at UC Berkeley; Senior Researcher at Asia Pacific Energy Research Centre; engaged in research on international issues for 23 years; research specialties include: energy politics, international energy strategy, international energy cooperation and China’s energy policy; research areas involve: theory of international relations, international energy issues, security in Greater Central Asia and APEC regional cooperation mechanism; published as of today 11 works and over 60 pieces of paper, professional articles and reviews domestically and internationally; initiator of the CIEC Forum and Beijing ZFY New Energy Research Institute; member of AXA global program committee; leader of some ten national, provincial, ministry-level and international research projects.

Associate Professor of the School of Economics, RUC; Humboldt Research Fellow; research areas include: China’s energy efficiency, pollutant emission reduction, performance of the power sector and residents’ energy demand management; chaired successively 10 national, provincial and ministry-level scientific research projects; chaired 3 nationwide comprehensive questionnaire projects; published 8 works and over 40 pieces of paper. Wei’s research achievements received the “Gregory Chow Best Paper Award” and provincial and ministry-level rewards for 4 times.
