The Center for Research on Agricultural Development and Environmental Policies is dedicated to providing the government and enterprises with strategic and neutral agricultural and environmental policy consultations by combining rigorous academic research and big data-based analysis. The Center also aims to build China’s first high-end think tank for agricultural and environmental policies that holds an international perspective and renders international influence.
Its major research areas include: (1) research on global agricultural production, demands and market: analyze and study the transformation of global agricultural production, consumption and trade patterns and the deep-level reasons behind such transformation; (2) transformation trends of domestic agricultural production structure, pattern and layout: analyze the impact on China’s sustainable agricultural development posed by constraints of land and water resources, environmental constraints, higher labor cost, mechanical application and development of agricultural production organization; (3) influence of domestic and overseas agricultural policy changes and research on agricultural policy reform; (4) agricultural and environmental policies: agricultural and rural pollution and control policies, rural ecological environment protection, and value assessment and compensation for pollution damage; (5) economic evaluation and policies for resources and environment: exploitation, utilization and protection of natural resources, resource constraint and environmental carrying capacity, pricing and taxation policies for natural resources, ecological and economic impact assessment for exploitation and utilization of natural resources; (6) ecological economy and policies: value assessment for natural ecological assets, eco-compensation policy design for drainage areas, biodiversity protection and territory spatial planning, biodiversity protection policy and management system, utilization and protection management of biological species resources (biological genetic resources included).

Qiu Huanguang
Professor and Doctoral Supervisor of the School of Agricultural Economics and Rural Development, RUC. Qiu’s major research areas include: agriculture, resources and environment, market and trade of agricultural products, decision support system for agricultural sustainable development, etc. In 2009, Qiu received the “Newton International Fellowships” of the Royal Society of UK. In 2012, he received grants from the “Outstanding Youth Science Foundation” of the National Natural Science Foundation of China. In 2013, he was selected as a “Young Global Leader” at the Davos World Economic Forum. Qiu has published over 100 pieces of academic paper on domestic and overseas academic journals, including over 20 pieces of SCI/SSCI paper on international journals such as Proceeding of National Academy of Sciences and over 70 pieces of paper on Chinese journals such as Economic Research Journal, China Economic Quarterly and Management World.

Wu Jian
PhD in Economics, RUC; Deputy Dean and Professor of the School of Environment & Natural Resources, RUC; China-US Fulbright Visiting Research Scholar and Visiting Scholar at Harvard University, Stanford University and Australian National University. Wu’s major research areas include: economic analysis of environmental policy, design of environmental economic policy and environmental management system. Research areas involve nature and biodiversity protection, water and energy. Wu has published over 60 pieces of paper on domestic and overseas core journals such as Journal of Environmental Management and Management World. Wu has also published 3 monographs. As a research project director or a technical leader, Wu has undertaken or accomplished scientific research or consulting projects subsidized by the Natural Science Foundation of China, key sci-tech projects of the Ministry of Science and Technology, the Ministry of Environmental Protection, the State Administration of Taxation, the World Bank, Asian Development Bank and the Energy Foundation of the US.

Zhong Zhen
Lecturer of the School of Agricultural Economics and Rural Development, RUC. Zhong’s major research areas include: analysis of agricultural policy, farmers’ operation behavior and animal husbandry economy. In recent years, Zhong has published over 20 pieces of paper on academic journals such as China Economic Review, Management World, China Soft Science and Chinese Rural Economy and 2 books. He has chaired multiple state-level and provincial and ministry-level research projects of the Natural Science Foundation of China, MOE Doctoral Fund of China and Beijing Planning Office of Philosophy and Social Science. He has also won the second award (13th session) for Beijing Philosophy and Social Science Achievements and the award for papers of the 6th session of the “China Rural Development Research Award”.
