The Center is dedicated to providing the government and enterprises with strategic and neutral agricultural and environmental policy consultations by combining rigorous academic research and big data-based analysis. It aims to build China's first high-end think tank for agricultural and environmental policies that renders international perspective and international influence.
Its major research concerns include: (1) global agricultural production, demand and market: transformation of global agricultural production, consumption and trade patterns and the deep-seated reasons behind; (2) trends of change in China's agricultural production structure, pattern and layout: impact on China's sustainable agricultural development posed by water and land resource constraints, environmental constraints, labor cost increase, mechanical application and evolving agricultural production organizations; (3) influence of domestic and overseas agricultural policy changes and agricultural policy reform; (4) agricultural and environmental policies: agricultural and rural pollution and control policies, rural environmental protection, and pollution damage valuation and compensation; (5) economic evaluation and policies for resources and environment: exploitation, utilization and protection of natural resources, resource constraint and environmental carrying capacity, pricing and taxation policies for natural resources, ecological and economic impact assessment for exploitation and utilization of natural resources; and (6) ecological economy and policy: valuation of natural ecological assets, eco-compensation policy design for drainage areas, biodiversity conservation and territorial planning, biodiversity conservation policy and management system, utilization and protection management of biological species resources (biological genetic resources included).

Qiu Huanguang
Qiu is Professor and Doctoral Supervisor of the School of Agricultural Economics and Rural Development, Remin University of China (RUC). His major research concerns include agriculture, resources and environment, agricultural product market and trade, and decision support system for agricultural sustainable development. Qiu received the Newton International Fellowships of the Royal Society of the United Kingdom in 2009 and grants from the Outstanding Youth Science Foundation of the National Natural Science Foundation of China (NSFC) in 2012. He was selected as a Young Global Leader at the Davos World Economic Forum in 2013. Qiu has published more than 100 academic papers in international and Chinese academic journals, including over 20 SCI/SSCI papers in international journals, such as Proceeding of National Academy of Sciences and over 70 papers in Chinese journals, such as Economic Research Journal, China Economic Quarterly and Management World.

Wu Jian
Wu, PhD in Economics of RUC, is Deputy Dean and Professor of the School of Environment & Natural Resources of RUC, China-US Fulbright Visiting Research Scholar, and Visiting Scholar at Harvard University, Stanford University and Australian National University. Her main research orientations include economic analysis of environmental policy, environmental economic policy design and environmental management system. The research areas involve nature and biodiversity conservation, water and energy. Wu has published 3 monographs and over 60 papers in international and Chinese core journals, such as Journal of Environmental Management and Management World. As a research project director or a technical leader, she has undertaken or completed scientific research or consulting projects subsidized by NSFC, key sci-tech programs of Ministry of Science and Technology, Ministry of Environmental Protection, State Administration of Taxation, World Bank, Asian Development Bank and Energy Foundation of the United States.

Zhong Zhen
Zhong is a lecturer of the School of Agricultural Economics and Rural Development of RUC. His main research concerns include agricultural policy analysis, farmers' operation behavior and animal husbandry economy. In recent years, Zhong has published 2 books and over 20 papers in academic journals such as China Economic Review, Management World, China Soft Science and Chinese Rural Economy. He has chaired multiple state-level and provincial and ministry-level research projects of NSFC, Doctoral Fund of Ministry of Education (MOE) and Beijing Planning Office of Philosophy and Social Science. He once won the 2nd Award for Beijing Philosophy and Social Science Achievements (13th session) and the Prize for Papers of the China Rural Development Research Award (6th session).
