Center for Belt and Road Initiative Research

The Center for Belt and Road Initiative Research at the National Academy of Development and Strategy (NADS), RUC brings together preponderant teams associated with humanities and social sciences from the School of International Studies, the School of Economics, the School of Ecology & Environment, the School of Finance, the School of Public Administration and Policy, the Business School, the School of Social Research, School of Population and Health, the School of Philosophy, the School of Foreign Languages, and the Chongyang Institute for Financial Studies at RUC. Led by six chief experts, including Prof. Xu Qinhua (BRI Green Strategy), Prof. Chen Yongjun (BRI Economic Strategy), Prof. Wang Yiwei (BRI National Strategy), Prof. Wang Wen (BRI Diplomatic Strategy), Prof. Dai Wensheng (BRI Digital Strategy) and Prof. Wang Yujie (BRI Cultural Strategy), together with other 19researchers, the Center conducts research on the construction of the "Belt and Road" and the development of China, alignment of the BRI with the development strategies of countries along the "Belt and Road", the BRI and a new type of globalization, as well as key focus areas of the BRI (infrastructure investment, mutual learning among civilizations, green development, risk governance and regional integration), supported by relevant programs and projects. The Center is committed to building a BRI country information database, and based on big data analysis, delving into the military, political, economic, social and environmental changes in BRI countries. It also aims to launch annual country-specific "Belt and Road" think tank books, thus providing a solid theoretical basis and intellectual support for promoting the development of the BRI.

Director

Xu Qinhua

Prof. Xu Qinhua is Wu Yuzhang Scholar. Vice dean of the National Academy of Development and Strategy, executive dean of the Eurasian Research Institute, and director of the Center for Belt and Road Initiative Research; Professor, doctoral supervisor, International Political Economy and World Economics tutor for gradaute, director of the Institute of Russian, Eastern European & Central Asian Studies, and director of the Center for International Energy and Environment Strategy Studies at the School of International Studies, Renmin University of China. Her research focuses on China’s foreign energy strategy and energy diplomacy, China’s energy development policy, geopolitics, Eurasian regional security, Green BRI, etc. She is standing director of the China National Association for International Studies, standing director of the Institute of Russian, Eastern European & Central Asian Studies, CASS, standing commissioner of the Petroleum Economics Professional Committee of the Chinese Petroleum Society, deputy director and secretary general of the China Renewable Energy Industry Association, deputy director of the China Petroleum Enterprise Association, and editor-in-chief of China Energy International Cooperation Report (2009-). She is in the editorial commission of International Petroleum Economics (2014-) and the committee of the World Energy Council (2012-2016). She is senior researcher of the Asia Pacific Energy Research Centre (2007-2008), chief expert at the Research Advisory Base of the National Energy Administration (NEA) (2014-), convenor of the Working Group on Think Tanks of the Belt and Road Energy Partnership Cooperation Network of NEA, researcher of Euro-Asian Social Development Research Institute of Development Research Center of the State Council, visiting professor at Xinjiang University and PolyU, and co-secretary-general of the Worldwide Universities Network International Policy Research Network.

She is the author of 18 books and more than 100 academic papers and articles, including International Relations and the Construction of a Global Ecological Civilization, Understanding China’s Vision for Green BRI (Multilingual Edition), Reports of the Evaluation on the Competitiveness of Global Energy Enterprises, Energy Investments Political Risks under the Belt and Road Initiative, China’s Energy Policy from National and International Perspectives: The Energy Revolution and The Belt and Road Initiative (Chinese and English), China International Energy Strategy Studies, China Energy Policy in National and International Perspectives: A Study Fore-and-Aft 18th National Congress, New Geopolitics: Central Asia Energy and China, International Comparative Study on Clean Energy Development in the Low Carbon Era, An Introduction of Energy Diplomacy (Multilingual Edition), China’s Global Energy Strategy: from Energy Strength to Energy Power, etc. As the executive editor, her series National Think Tank Report of NADS, RUC: the Country-Specific Study of the Belt and Road Initiative was awarded the Grand Prize for Outstanding Think Tank Achievements at the 2022 CTTI Awards. She received the inaugural Outstanding Achievement Award for Female Scholars in Area Studies and was selected among the top 1% of highly cited scholars on CNKI in 2024. Her policy advice received a number of replies from central leadership and was adopted by various ministries. She publishes articles in People’s Daily, Guangming Daily, Economic Daily, etc. Her article titled “绿色 ‘一带一路’ 是习近平生态文明思想在全球生态治理中的重要实践” was published in the Theory section of the People’s Daily, garnering over 20 million views across all online platforms. She has a personal column in the Theory section of People’s Daily. She is a special commentator of China.com.cn and CGTN. She initiated and planned the China Energy International Cooperation Forum and the “Belt and Road” Green Development Conference. In 2021, she received the Advanced Individual Award for Social Services of Top Think Tanks; in 2023, she received the Advanced Individual Award for Reflecting Public Sentiment and Social Conditions from the Central Committee of the China Democratic League.


 

Deputy Director

Wang Ke

Wang Ke graduated from Tsinghua University with a PhD in Engineering. He is currently the vice dean and associate professor of the School of Ecology & Environment at RUC; executive director of the Energy and Climate Economics Project Team; researcher of the National Academy of Development and Strategy (NADS); deputy director of the Center for Belt and Road Initiative Research, NADS; member of the Committee on Energy Systems Engineering, China Energy Research Society (CERS); member of the Committee on Energy Economics, CERS; and member of the Expert Committee of the Green & Low-Carbon Development Think Tank Partnership (GDTP). His research focuses on energy-environment-economy modeling and policy simulation, energy and climate change strategies and policies, economic analysis of international climate regimes, analysis on policies and institutions for the transfer of environmentally sound technologies, and low-carbon planning for Chinese cities. Over the years, Wang has published 5 books and 31 academic papers, and chaired and participated in 48 research projects.

 

Deputy Director

Luo Yu

Luo Yu graduated from RUC with a PhD in Economics. He is currently the Deputy Secretary and associate professor of the School of Finance at RUC; researcher of the National Academy of Development and Strategy (NADS); deputy director of the Center for Belt and Road Initiative Research, NADS; researcher of the Center for Financial Policy Studies, RUC; executive editor-in-chief of Monetary and Financial Review; researcher of the International Monetary Institute (IMI), RUC; member of the editorial board of RMB Internationalization Report ; researcher of the Chongyang Institute for Financial Studies, RUC; researcher of the Chinese Academy of Financial Inclusion (CAFI), RUC; and member of the editorial board of China Financial Inclusion Development Report and China Digital Financial Inclusion Report. His research focuses on macro finance, commercial banks, and inclusive finance. He has published a monograph, On Economic Financialization, and has published papers in a number of domestic and international journals, including Economic and Political Studies, and Economic Research Journal.
