30th Biweekly Policy Analysis Meeting: National Security Systems of Various Countries and Their Constitutional Foundations

On the afternoon of January 16, 2026, the 30th Biweekly Policy Analysis Meeting, themed “National Security Systems of Various Countries and Their Constitutional Foundations”, was held. The event was hosted by the National Academy of Development and Strategy, Renmin University of China, and organized by the Department of National Security Studies, School of International Studies, and the Center for Law and Globalization, Law School, Renmin University of China.

The meeting brought together a number of renowned experts and scholars, including CHEN Xiangyang, Director of the Office of the Center for the Study of the Holistic Approach to National Security and Research Fellow at the China Institutes of Contemporary International Relations; LI Chen, Vice Dean of the School of International Studies, Renmin University of China; LI Nan, Research Fellow at the Institute of American Studies, Chinese Academy of Social Sciences; XIE Libin, Vice Dean and Professor of the College of Comparative Law and Dean of the China-Germany Law School at China University of Political Science and Law; YANG Dengjie, Associate Professor at the Law School of Beihang University and Executive Director of the Center for German Studies; ZHANG Yan, Professor at the Law School of Renmin University of China; and ZHANG Tao, Deputy Director and Professor of the Law Teaching and Research Department at the Jiangxi Provincial Party School, among others. The meeting was moderated by WANG Zhaodong, Associate Professor at the School of International Studies, Renmin University of China, and Deputy Director of the Department of National Security Studies.

During the discussions, participating scholars conducted in-depth analyses of national security systems, national security legislation, and their constitutional foundations in countries such as China, the United States, and Germany. The participants unanimously affirmed the central importance and practical significance of the Holistic Approach to National Security, emphasizing that national security planning should take into account the complex and evolving international and domestic environments. They also agreed that the advancement of the rule of law in national security requires the establishment of a systematic, comprehensive, and well-coordinated legislative framework within the constitutional order. The discussions further deepened understanding of national security systems and legal frameworks in China and other major countries, providing valuable intellectual support for advancing theoretical research and practical exploration in this field.
