The 15th Issue of Policy Briefing, NADS: New Words and New Driving Force in the process of SOE Reform--On the Basis of Text Analysis of Documents on SOE Reform

The documents on SOE reform mainly focused on the methods and performance, this text will pay more attention to driving force instead. We apply new text analysis method to describe different driving forces and measures of SOE reform in different stages through digging out 276 official papers related on SOE reforms. We find that the downturn trend of SOEs economic situation is the opportunity for them to change. Since the 1990s, the SOEs performance is declining. Meanwhile, most of documents related to the SOE reforms were issued at that time, with 10 documents per year on average. This shows that the crisis is sometimes the turning point. We also analyzed the new words and keywords appearing at different stages of the reform, and the frequency of the appearance of some special keywords in different stages, so as to reveal the key points or difficulties of SOE reform at different stages. Finally, we believe that the driving force of SOE reform still exists, and competition is the main source of power.
