Technological-Progress-Oriented Opening-Up
Synopsis:
The root of economic development lies in technological progress. From the perspective of promoting sustained economic growth, an opening-up that does not lead to technological progress cannot be considered a “good opening-up”. A “good opening-up” is a technological progress-oriented opening-up, which fosters continuous economic growth and dynamic welfare improvements, rather than merely delivering one-off static welfare gains emphasized by traditional trade theory.
China’s reform and opening-up have created a miracle in the history of economic growth. One of the key lessons is the consistent adherence to expanding openness, with a firm focus on technological progress, and promoting technological advancement through openness. From this perspective, one of the essential reasons behind the success of China’s opening-up practice can be summarized as technological progress-oriented opening-up.
The relationship between economic opening-up and technological progress is highly complex and requires scientific and objective study. This book summarizes the fundamental principles and concepts that a country and its enterprises need to grasp in pursuing technological progress-oriented opening-up. It brings together the author’s academic research based on a series of major practices in China, systematically analyzing, from a theoretical perspective, how different dimensions of opening-up affect China’s technological progress. Furthermore, through rigorous quantitative analysis, it empirically examines the relationship between China’s opening-up and technological advancement.
About the Author:
Liu Qing is a Wu Yuzhang Chair Professor at Renmin University of China (RUC) , a Distinguished Professor under China's National High-level Talent Program, and serves as Executive Dean and Chair of the Academic Committee at the National Academy of Development and Strategy (NADS), RUC. He is also the Professor and Doctoral Supervisor at the School of Economics, a member of both the University Academic Committee and the Academic Committee of the Economics Division, and the Director of the Center for International Economics and Finance. His research focuses on the world economy, international trade and investment, China's economic development, globalization and innovation, and digital economy. His academic papers have been published in top Chinese and international journals such as Economic Research Journal(《经济研究》), Management World(《管理世界》), The Journal of World Economy(《世界经济》), Journal of Financial Research(《金融研究》), Journal of International Economics, Journal of Development Economics, Journal of Public Economics, and Journal of Comparative Economics. He is the Chief Expert for major projects under the National Social Science Fund of China and the Chief Expert for key special projects under the National Social Science Fund. He has led three projects funded by the National Natural Science Foundation of China and dozens of projects for ministries, local governments, and enterprises.
Professor Liu also serves as Vice President of the China Society of World Economics, an expert member of the 15th Five-Year Plan Expert Group under the Ministry of Industry and Information Technology, and a member of several government advisory and expert committees including those for the Liaoning Provincial Government advisory committee for policy decision, National Audit IT, and a high-end think tank for foreign finance and economics of Guangdong Provincial Department of Finance. He is Associate Editor of the Asia Pacific Journal of Accounting & Economics (SSCI) and a member of the editorial board of the Journal of International Trade and Economic Development (SSCI), among others. His honors include the 9th Humanities and Social Sciences Research Award for Higher Education from the Ministry of Education, the Best Paper Award from the most authoritative academic organization in the field of international business: the Academy of International Business (AIB) in 2015, four-time recipient of the highest award in domestic and international trade: the An Zijie Paper Award, the Ministry of Commerce Research Achievement Award, and recognition as a Most Cited Chinese Researcher by Elsevier and a High Contribution Author by Wiley. He has been entrusted with multiple urgent research tasks from national leadership and frequently participates in internal seminars and cadre training sessions organized by central government departments. In recognition of his contributions to academic advancement and policy consultation, he has received numerous awards, including Outstanding Information Worker of the Ministry of Education’s Annual Education Information Work, Model of Scientific Research, Outstanding Research Achievement Awards, Advanced Individual in Disciplinary Development, Advanced Individual in Think Tank Development, and First Prize for Outstanding Think Tank Achievements by CTTI and other commendations and social recognition. His work and insights have been featured in major media outlets including People’s Daily, Xinhua News Agency, and CCTV News.
