Yan Jinming: Further Activating the Right of Land Use and Usufruct

China has gone through several rounds of land reforms over the past forty years. At present, guided by the strategy of precise poverty-relief and rural revitalization, how could China solve the “empty rural areas” problem as more people moved out from the countryside? How can we release the restrictions further on farmers and rural villages in the future? And how to build a Chinese national top think tank?
