“Huilongguan and Tiantongyuan” Communities Governance Innovation Forum (phase II)

Background:

Community development and governance is a major project affecting the overall situation of a country, and can bring fundamental changes to people’s lives. In 2018, the “three-year action plan for improving the governance of Huilongguan and Tiantongyuan districts” (hereinafter referred as “Huitian”) launched in Beijing, aimed at increasing investment in infrastructure shortage in “Huitian” districts, fully implementing a series of institutional mechanism innovations, effectively improving the governance level of urban super large residential areas within three years, and providing replicable and popularized experience and methods for the construction of urban sub center, the governance of marginal groups and the integrated development of the three counties. The main leaders of the municipal Party committee attached great importance to relevant plans and had visited “Huitian” for many times since the second half of 2018, to investigate and promote the work. People in Changping district also responded positively, dividing the original Huilongguan area into three streets, making up and matching administrative resources. They launched the voluntary service of “Huitianyouwo”, initiated the urban planning and renewal project of “Huitianyoushu” and carried out a series of social construction and innovation attempts as well. All kinds of social organizations participate in and act actively.

Moreover, the research work is carried out simultaneously. The Research Office of Beijing Municipal Committee, Beijing Civil Affairs Bureau and other units have set up many subjects to comprehensively study the governance innovation, social mobilization, voluntary service, organization incubation, long-term registration service and other issues in “Huitian” area. Scholars from Tsinghua University, Renmin University of China, Beijing Normal University, North China Electric Power University, Party school of the Beijing Municipal Committee, Beijing Academy of Social Sciences, Beijing Municipal Institute for Economic and Social Development, Beijing Academy of Development and Strategy, etc. have actively participated in relevant research and provided suggestions for grass-roots social governance in Beijing. Young scholars in “Huitian” districts have held academic salons of “Huitianyoushu” spontaneously for many times. Beijing Municipal Institute for Economic and Social Development has set up “Huitianyouwo” social service joint innovation laboratory. North China Electric Power University has set up “Huitian” Governance Academy and held the first “Huitian Governance Innovation Forum” on September 7 to participate in the construction of “Huitian” districts.

We organize this forum in order to further explore the problem of urban grass-roots governance in the process of modernization of national governance capacity and governance system, strengthen the exchange between capital cities and grass-roots governance research peers, and make scientific research achievements better support the modernization of national governance. We warmly welcome all academic colleagues and all kinds of governance subject friends to attend the conference and conduct in-depth exchanges around the social organization development and property governance issues in the capital’s grass-roots governance.
