JunOn May 3, the National Development and Reform Commission released the China Business Environment Development Report (2025), which is structured around the innovative practice of "efficiently accomplishing one task" and covers the entire corporate lifecycle, including enterprise establishment, factor support, and business environment. The report not only showcases the achievements in all aspects of China's national business environment in 2024 and clarifies the policy directives of the CPC Central Committee and the State Council, but also provides guidance for local governments to continuously improve and enhance the business environment.
The optimization of the business environment with Chinese characteristics has not only driven remarkable achievements, including surpassing 180 million market entities and maintaining an annual growth rate of over 6% for newly established enterprises, but has also contributed the "Chinese solution" to global economic governance. The newly revised Regulations on Optimizing the Business Environment have institutionalized the reform achievements into legal frameworks and established a unified national negative list system for market access. These measures will further advance China's business environment toward higher quality, guided by the principles of "market orientation, rule of law, and internationalization".
