Yan Jinming: Five Tasks to promote market-based allocation of Land as factor of production

In future, China needs to accomplish five tasks on land reform:

1. Complete and improve the integration of urban and rural construction land market;

2. Match supply and demand for industrial land;

3. take the full potential on the usage of stock construction land;

4. Support the development of agricultural land market;

5. Establish related supporting mechanism.


Four goals:

1. Improve the efficiency onallocationof land as factor of production;

2.Improve agricultural land transfer in orderly manner;

3. Effectively protect the landproperty right;

4. Stimulate the vitality of land market and push for high-quality development.


Major Challenges:

1. A unified urban and rural constructionland markethasn’t beenestablished yet;

2. Related systems and mechanisms for agricultural land marketization still need to be improved;

3. Market allocation of industrial land is inefficient;

4. The lack of market-based mechanism to vitalize stock construction land
