1. The urgency of building a government procurement credit system in the new era.

The construction of credit system is the basic requirement for China to realize the modernization of the national governance system and governance capacity. The report of the 19th National Congress of the Communist Party of China has clearly pointed out that socialism with Chinese characteristics has entered a new era. China's economy has shifted from a high-speed growth phase to a high-quality development phase. In the new era, promoting high-quality development is the fundamental requirement for China to determine development ideas, formulate economic policies, and implement macroeconomic regulation at present and in the future. As the basic content of the national financial system and an important tool for realizing the modernization of the national governance system and governance capacity, government procurement should be actively reformed and made a difference in the new era, and building a government procurement credit system with Chinese characteristics is the inevitable requirement in the new era of government procurement development.


2. The connotation and extension of China's government procurement credit system in the new era

The credit system includes both a national policy and regulatory system at the static level. It also includes a series of system implementation and capacity building systems such as credit status and credit evaluation of various participants at the dynamic level. In the field of government procurement, the government procurement credit system includes not only the construction and implementation of the government procurement credit system at the macro level, but also the measures and rules, such as collection of credit information, credit status assessment and feedback, and the guidance and regulation of credit behavior at the micro level.

The essence of the market economy is the contract economy, and the foundation of the contract economy is credit. China's reform and opening up has gone through 40 years of history, but the credit system necessary for the modern market economy has not yet been established. In the field of government procurement, the credit base is particularly weak.


3. The basic pathway of the construction and development of the government procurement credit system in the new era

Different from Western countries, according to the report of the 18th National Congress of the Communist Party of China, the overall deployment of "strengthening government integrity, business integrity, social integrity and judicial public trust" requires the formation of a credit system construction pattern in line with China's characteristics. In the field of government procurement, China is currently accelerating the construction of credit system in the field of public resource transactions such as government procurement. The key point is to strengthen the disclosure, sharing and use of credit information of government procurement entities, and to regard the credit information of procurement entities participating in public resource transaction activities as an important factor in implementing supervision. According to the law, main body of honesty and trustworthiness is praised, main body of the untrustworthiness is restricted and the mechanism of trustworthiness with incentive and untrustworthiness with punishment will be established. Through the recording, evaluation and disclosure of credit subject integrity or dishonesty, use economic, administrative, judicial and other means to reward and punish, gradually increase the cost of untrustworthiness, and form a soft credit environment that encourages the integrity of the incentives and the disciplinary restrictions. At present, China has established an efficient and trustworthy joint incentive and untrustworthy joint disciplinary mechanism in the field of government procurement, which can be considered from the following five aspects.


First, the establishment of a complete government procurement credit system norms, to provide a legal guarantee for the establishment of trustworthy incentives and disciplinary mechanisms. Establishing and improving government procurement credit laws and regulations is the core of China's government procurement credit system. The key point is to establish and improve the institutional norms of trustworthiness incentives and disciplinary punishment, and to clarify the basic connotation, the scope of use, specific incentives and punishments, and the responsibilities of local and relevant departments.


Second, further improve the level of data and informationization of government procurement, and accelerate the establishment of a unified platform for government procurement credit information. At present, the online electronic transaction integration process of government procurement in China is relatively smooth, and the country has basically achieved electronic transactions in government procurement in a wide range.


Thrid, establish and improve the government procurement credit supervision system and improve the ability to prevent credit risks. The construction of the government procurement credit supervision system focuses on ensuring the effective implementation of the trustworthiness incentives and disciplinary mechanism in the field of government procurement in China. In view of the current multi-head supervision situation in the field of government procurement, it is necessary to clearly define the main responsible departments of government procurement credit supervision and improve the efficiency and quality of government procurement credit supervision.


Fourth, carry out extensive publicity and education on integrity, and actively create a good atmosphere for trustworthiness incentive. In addition to the constraints of “one-time loss of trust and restricted thereafter” on government procurement, we should create an incentive atmosphere for praising honesty and trustworthiness, open a green channel for honest and trustworthy government procurement entities, and provide preferential procurement policy or other awards.

Fifth, establish a rights protection mechanism for government procurement credit entities to achieve benign dynamic management. Trustworthiness incentives and disciplinary mechanisms for credit default are the foundation of the establishment of the credit system, but the punishment and incentives for the procurement subject is not the initial intention of the establishment of the system. Guided by public values, the government procurement credit system should also guide the entities to follow public values.
