OctThe fourth China-CEEC Conference on Innovation Cooperation was held in Serbia, in which 5G technology exhibition area became the focus, attracting many participants to watch and experience. The author believes this reality also reveals that it is difficult for individual countries to disrupt the development of 5G in Central and Eastern European countries.
The China-CEEC Conference on Innovation Cooperation is a bridge for China and Central and Eastern European countries to strengthen cooperation in the field of science and technology. Hundreds of representatives from China and 17 countries in Central and Eastern Europe attended the conference and signed more than 10 cooperation agreements. However, recently, the United States and Central and Eastern European countries, including Poland, have frequent interactions which are either aimed at military security or information security.
At present, China’s cooperation with Central and Eastern Europe has made remarkable achievements, attracting more and more European countries to look East. For Central and Eastern European countries, they used to be the fringes of the EU. We hope to benefit both sides in economic development through practical cooperation, which we believe can also be felt by European countries, including Central and Eastern European countries. Therefore, in “The Belt and Road” connection between East and West, Europe and Asia, we push forward every project with solid progress. In this process, we respect international standards, abide by EU laws and complete high-quality construction. As for Huawei’s 5G security issue, as long as we act in accordance with EU laws and make products meeting European security and international standards, it is difficult for individual countries to find fault with security issues.
Over time, some people will understand that such an approach is only to delay the entry of China’s 5G products into the European market, and at most it can win some time for their own to catch up. Moreover, Europe will also consider that security issue is quite important, but is there no security problem with the products of other enterprises? Therefore, the consequence is likely to drag Central and Eastern Europe and even more European countries into the 5G era.
In a broader perspective, the author believes that “17 + 1” cooperation not only needs to be pushed forward, but also can be transformed from sub regional cooperation to cross regional cooperation, connecting Western Europe, Southern Europe, and even the Middle East and North Africa to form a larger connectivity network and dock with the EU’s Europe-Asia connectivity plan. Therefore, for some countries, they cannot do much to talk about security issues all the time, because European countries, including Central and Eastern Europe, will be disgusted with such rhetoric.
Through cooperation with Central and Eastern European countries in recent years, China has not only shared the experience of reform and opening up, but also helped Europe eliminate the gap between the rich and the poor. “The Belt and Road” cooperation as a bridge also plays a vital role. However, some Americans have proposed the so-called 5G network protection from interference or manipulation, claiming that it is crucial to protect the privacy and personal freedom of citizens in the United States, Poland and other countries, while its logic reveals that only the United States can interfere or manipulate (as Snowden warned). In the “Prism event”, the United States boasts that it has the responsibility to protect privacy and personal freedom, which has also revealed how the US controls its allies.
Today, the world is undergoing profound changes unseen in a century. Different from modern logic, China is one of the key factors in the great changes. As many scholars in the world have mentioned, the so-called “post-western” phenomenon appears in the international system. At the same time, the “Industrial Revolution 4.0” changed the linear evolution logic, resulting in the so-called “post truth” phenomenon. China is also a trendsetter in the “Industrial Revolution 4.0”. Today, globalization is differentiating the United States instead of being Americanization. We can say, the US is not monolithic, let alone the west. It can be seen that finding fault with the security issue of 5G in Central and Eastern Europe has little effect. After all, no one is willing to be the victim of a country in its way dealing with China.
