NovOn November 5, the “China-US Relation Under New Situation: Challenges and Responses” Seminar, organized by Center for Research on International Strategy of NADS has been held in 123 meeting room in Guoxue Hall, Renmin University of China. Many experts and scholars from Renmin University of China, Peking University, Chinese Academy of Social Sciences, China Institutes of Contemporary International Relations, and University of International Relations attended this meeting. Yin Jiwu, Research Fellow of Center for Research on International Strategy of NADS and Professor of the School of International Relations, analyzed the changes in US-China relation from strategic interaction, time node and leaders: first, national strategic inheritance and our party’s view on the other will affect other party’s view on ours. Second, it is necessary to grasp the timing during the development of US-China relation. Third, face-to-face diplomacy will help leaders to understand the counterpart’s intentions and avoid strategic misjudgment.
First, the country’s strategic lineage and perception of each other will affect each other’s views on us.
Yin Jiwu pointed out that the strategic lineage of both China and the United States at the national level or at the social level, or their respective views on each other, will affect each other's views on each other. For China, the more important thing is how to more effectively express and evaluate the impact of its own actions on the United States. Of course, the fundamental reason for the transformation of the US strategy toward China is not the behavior of China.
Second, we need to control the time nodes of the changes in Sino-US relations.
He believes that the time nodes in Sino-US relations need to be well controlled. Judging from the experience of history, the great trend of China-US relations may be similar in different periods. However, in the past two years, the time node in which Sino-US relations have deteriorated has advanced. There are many factors, such as the anxiety generated by the United States in advance and the rapid development of China. Therefore, both China and the United States can take some action on the control of the time node.
Yin Jiwu believes that there is a pluralistic voice on the relation between China and the United States in the United States, and so is China. The two sides have not formed the so-called "universalism", that is, there is only one kind of voice. The current development of relations between China and the United States is not very optimistic, so it requires moderate strategic reflection. It is necessary for China to make some new thinking on China-US relations, as well as its own positioning, development model, strategic communication technology, and the concept of international order, and draw some new conclusions.
Third, face-to-face diplomacy can help leaders understand each other’s information and avoid misinformation.
Yin Jiwu said that face-to-face diplomacy between leaders can help leaders understand each other's information and avoid intentional misjudgment. The value function of face-to-face diplomacy does not lie in the fact that after the two leaders meet, the relationship becomes very friendly and can promote the development of the two countries and resolve the fundamental interests of the two sides. Because the friendship between leaders is only a kind of personal relationship, and can’t solve the conflict of fundamental interests between the two countries, we need to see that the leaders are institutionalized individuals. On the contrary, the more significance of face-to-face diplomacy is that there can be a direct and correct channel of information understanding, thus avoiding misjudgment, helping to understand each other's true intentions, and judging each other's false information. But we must also be wary of the negative effects of face-to-face diplomacy. For example, one party is good at hiding its true intentions, and through the summit meeting to understand the other party's ideas, which is likely to more conflicts.
