Gu offered several insights to solve the problems found in retrospect of the past industrial policies. From the operational level, industry policies must figure out what are the things need to be encouraged, limit or banned.
Based on personal experiences, Gu also offered some opinions on three important questions: how to prevent market distortion? How to avoid inconsistency in policies? And how to implement China’s industrial policies with the principle of “competitive neutrality”?
Deputy-dean Nie Huihua asked such questions as “how does China make its industrial policy?” and Gu explained them in details, from which the students are greatly benefited.
