6th Biweekly Policy Analysis Meeting Successfully Held

On the morning of July 12, 2024, the 6th Biweekly Policy Analysis Meeting co-hosted by the National Academy of Development and Strategy (NADS) and the School of Applied Economics at Renmin University of China was successfully held, focusing on the theme of the space economy. The objective was to discuss the current development status of the space economy both domestically and internationally, analyze the opportunities and challenges faced by China in developing its space economy, and propose recommendations for promoting high-quality development in space sector.

Attendees included Ma Bi, Deputy Director of the Private Economy Development Bureau of the National Development and Reform Commission; Ning Yuanming, Assistant Secretary-General of the China Space Foundation; Shan Wenjie, Director of the International Department of the First Institute of China Aerospace Science and Technology Corporation; Xie Qingchao, Engineer at the Jiuquan Satellite Launch Center; Tang Hao, Associate Professor at the National Defense University; Li Hongbo, Researcher at the First Institute of China Aerospace Science and Technology Corporation; Wang Ke, Associate Professor at the School of Information and Communication Engineering at Beijing University of Posts and Telecommunications; Yan Gengting, Vice President of Marketing at GalaxySpace (Beijing) Communication Technology Co., Ltd.; Shi Yaozhong, Deputy General Manager of LandSpace Technology Corporation; Zhang Jingru, Vice President of LandSpace Technology Corporation; Li Meiyu, Second-level Investigator at the Private Economy Development Bureau of the National Development and Reform Commission; Chai Yuxiao, Deputy Director of the Research Office of the Central Committee of the China Democratic National Construction Association; Yu Weishu, Director of the Journal Division of the 12th Research Institute of China Aerospace Science and Technology Corporation; Bai Dongmei, Director of the Editorial Office of 'China Space'; Zheng Xinye, Vice President of Renmin University of China; Wei Chu, Dean of the School of Applied Economics; Xie Lenyu, Executive Dean of the Institute of Peace and Development; members of the 'Private Economy' team Zhang Zhongwen and Su Li; and members of the 'Peace and Defense Economics' team Liu Shuoyang, Zhang Boxiao, Zhao Yuheng, and Liu Songrui.

Zheng Xinye emphasized that the space economy is a vital field for developing emerging and future industries. It is a crucial aspect of building a modern industrial system and fostering new productive forces. The space economy not only involves scientific and technological issues related to space but also has close ties to the humanities and social sciences. He hopes that experts from various fields will engage in in-depth discussions on the supply, demand, market structure, corporate decision-making, and government regulation of the space economy, providing valuable insights and suggestions to promote its high-quality development.

On behalf of the "Peace and Defense Economics" research and teaching innovation team, Liu Songrui introduced the team's background in space economy research. He provided an overview of the current state of the new round of space competition, the international distribution rules, and the scarcity of space resources. Liu discussed key research topics such as market supply and demand, market structure, and pricing in the development of the space economy. The team plans to further study major basic facts, significant relationships, and key parameters in the field of the space economy to provide scientific support for space economy policies.

Ning Yuanming highlighted the strategic role of developing the space economy in expanding human living and production spaces, participating in great power competition, and advancing the construction of a modern industrial system with new productive forces. He suggested that it is essential to further clarify the strategic position of China's space economy development, strive for strategic resources, accurately identify the development stage of China's space economy, and pinpoint focal points. Moreover, it is important to stimulate commercial participation and innovate development models.

Xie Qingchao gave a brief introduction to civil and commercial aerospace rocket launch services.

Tang Hao pointed out that the space economy is closely related to national space security development. He emphasized that both state-owned and private enterprises should collaborate and advance together to promote the high-quality development of the space economy.

Li Hongbo stressed the importance of maintaining the comprehensive leadership of the Party over aerospace endeavors. He advocated for adhering to national top-level planning and overall management, with central state-owned enterprises as the main force. He emphasized focusing the efforts of the national team on developing upstream industries while encouraging social capital to participate in downstream ground terminal services and applications, thereby collectively fostering high-quality development in China's aerospace sector.

Wang Ke highlighted the close connection between the space economy and the Fourth Industrial Revolution. He noted that the future development of the space economy faces new challenges of diversity and uncertainty. To address these, Wang suggested incorporating commercial and market-oriented methods under national top-level institutional design and unified standards to innovate management systems and develop a space economy with Chinese characteristics.

Yan Gengting introduced the current development of new space infrastructure driven by commercial aerospace and the new opportunities for China's commercial aerospace industry. He recommended strengthening the construction of a fair competition market environment, enhancing financial support for private technology enterprises, and increasing policy support for the innovation ecosystem of the commercial aerospace industry.

Shi Yaozhong emphasized the importance of "patient capital" for the development of the satellite internet industry. He proposed policy suggestions in five areas: forms of financial support, international business expansion, tiered and classified management, a new type of national system, and equity investment.

Zhang Jingru analyzed the commercialization trends in the global aerospace industry, noting that China's commercial aerospace industry benefits from national industrial policies and is considered a strategic emerging and future industry. This will play an important role in developing new productive forces.

During the free discussion session, participating experts engaged in in-depth discussions.

Ma Bi summarized the seminar with three words: "blue ocean", "perseverance", and "blueprint". He highlighted that the development prospects of the space economy represent a blue ocean, promoting the commercial aerospace industry requires a spirit of perseverance, and various enterprises should complement each other's strengths under the national strategic blueprint to jointly promote the high-quality development of the space economy.

This seminar was chaired by Huang Yanghua, Deputy Dean of the School of Applied Economics at Renmin University of China.

This Biweekly Policy Analysis Meeting brought together research forces from academia, the military, and government. Experts discussed the high-quality development of the space economy from multiple perspectives, laying a solid foundation for future research in this area.
