HUANG Dahui: Building Common Security for Mankind from the Perspective of Five Balances

HUANG Dahui, research fellow at the National Academy of Development and Strategy, professor at the School of International Studies of RUC, and the chief expert of the National Security Interdisciplinary Platform, published an article on the China Social Sciences Network. The main points are as following:

The author, based on the holistic concept of national security, emphasizes the importance of common security for mankind, and elaborates on it from the perspective of 'Five Balances.'.

Firstly, the author demonstrates the theoretical basis and practical necessity of pursuing common security from three aspects of spatiotemporal, security objects, and the nature of security, that is, 'balance between internal and external security', 'balance between territorial and citizen security' and ' balance between conventional and unconventional security'.

Secondly, it is emphasized that security is common and mutual, the security needs of all countries are conditional on each other. It proposed to 'balance between own security and common security', abandon the zero-sum game thinking, and advocated the construction of “non-deterministic relationships” on the basis of common security for mankind, and clarify common security interests, rights and responsibilities, and values.

Finally, the author proposes the idea of “balance between the maintenance and shaping of national security”, emphasizing that maintenance is the basis of shaping, calling on all countries to pay attention to the positive aspects of security, and proposing a Chinese-style innovative path, the essence of this new innovative path of security stays committed to the vision of common, comprehensive, cooperative and sustainable security.

Overall, the article calls on all countries to take common security for mankind as a concept, actively participate in global security governance, and jointly work together to build a universally secure community with a shared future for mankind.
