DecOn 28 November 2025, the 26th Biweekly Policy Analysis Meeting, titled “From Nexperia’s Predicament to System Building: Constructing a New Paradigm for China’s Foreign-Related Rule of Law and Security Governance in the 15th Five-Year Plan Period” was held. The event was hosted by the National Academy of Development and Strategy of Renmin University of China (RUC) and co-organized by the Center for Law and Globalization of RUC Law School and the Center for Global Legal and Strategic Studies of the Law and Technology Institute. The meeting was chaired by ZHANG Yan, Research Fellow at the National Academy of Development and Strategy and Professor at Law School. Experts and representatives engaged in in-depth discussions.
Participants conducted multi-dimensional analyses on key topics such as the background and evolution of the Nexperia case, foreign public and private law systems and institutional practices, China’s legal response strategies, and the construction of a foreign-related rule-of-law framework. They also proposed a series of policy recommendations on issues including enhancing risk awareness for Chinese enterprises going global amid U.S.-China competition and improving legal safeguards for national security. These discussions provided important theoretical support and practical insights for building a new paradigm of China’s foreign-related rule of law and security governance during the 15th Five-Year Plan period.
