On November 10, 2025, the 25th Biweekly Policy Analysis Seminar with the theme of “Promoting the Development of Private Enterprises and Small and Medium-Sized Enterprises during the 15th Five-Year Plan Period” was hosted by the National Academy of Development and Strategy of Renmin University of China. The meeting brought together several senior experts from government departments, academia, and industry to conduct in-depth discussions on the core challenges, policy outcomes, and future pathways for the development of the private economy and Small and Medium-sized Enterprises (SMEs) during the 15th Five-Year Plan period. The meeting was chaired by SUN Wenkai, Research Fellow at the National Academy of Development and Strategy of Renmin University of China.
Experts from government departments systematically reviewed the positive progress achieved in top-level design, market access, financial support, and fair competition, while also highlighting the major challenges that remain. Scholars conducted multidimensional analyses of the importance of SMEs and the issues they currently face. Experts from industry and research institutions shared insights from practical observations. Participants agreed that achieving high-quality development of private enterprises and SMEs during the 15th Five-Year Plan period hinges on improving policy precision, ensuring effective implementation of regulations, creating a genuinely fair and competitive market environment, and stimulating innovation momentum. The meeting offers insights from both policymakers and scholars, providing valuable reference for planning and policy practice in the coming five years.
