On October 17, 2025, the 24th Biweekly Policy Analysis Meeting with the theme of “Research on Safeguarding National Sovereignty and Security and on Extraterritorial Anti-Infiltration Legislation” was hosted by the National Academy of Development and Strategy at Renmin University of China. The meeting was chaired by Professor ZHANG Yan, Director of the Center for Law and Globalization at Law School. Experts and representatives engaged in in-depth discussions.
The meeting focused on issues related to safeguarding national sovereignty and security and the legislative challenges of preventing extraterritorial infiltration under the current international landscape. Experts conducted multidimensional analyses on key topics including the legal framework and institutional practices of extraterritorial anti-infiltration mechanisms, systems for preventing cultural and public-opinion infiltration, and the prevention and control of new infiltration risks in the digital and intelligent era. They also proposed a series of policy recommendations to improve the rule-of-law safeguards for national sovereignty and security, providing important theoretical support and practical references for strengthening China’s anti-infiltration legal system and offering valuable insights for advancing China’s foreign-related legal and security governance.
