The 2025 Smart Government and Public Resource Trading Governance Exchange Event Held

On August 27, the 2025 China International Big Data Industry Expo – Smart Government and Public Resource Trading Governance Exchange Event was held in Guiyang. The event was co-organized by the National Academy of Development and Strategy of Renmin University of China (RUC) and the School of Smart Governance of RUC, with joint support from the School of Public Administration and Policy of RUC, the Public Resource Trading Research Center of RUC, and Glodon Company Limited.

The exchange focused on building systems, theoretical innovation, and practical exploration under the “AI+” initiative.

The first session, themed “System and Guidance”, featured opening remarks by ZHI Xiaoqiang, Standing Committee Member of the CPC RUC Committee and Vice President of RUC; ZHOU Min, Deputy Director and Deputy Secretary of the CPC Committee of the State Information Center; and GAO Yang, Vice Mayor of Guiyang Municipal People’s Government. The session was moderated by LIU Qing, Executive Dean of the National Academy of Development and Strategy at RUC and Professor at the School of Economics.

The second session, themed “Theory and Integration”, included academic insights and theoretical explorations shared by ZHANG Lifeng, Deputy Director of the Public Technology Service Department of the State Information Center; JI Yanyong, Dean of the Suzhou School of Artificial Intelligence of RUC; and Professor CAO Zhao of the Gaoling School of Artificial Intelligence of RUC. The session was moderated by SONG Lu, Associate Dean of the School of Smart Governance at RUC and Research Fellow at the National Academy of Development and Strategy.

The third session, themed “Practice and Prospects”, invited experts to share practical experiences in AI implementation, offering forward-looking wisdom for the industry. Speakers included SONG Lu, Associate Dean of the School of Smart Governance at RUC and Research Fellow at the National Academy of Development and Strategy; TU Yonghong, Dean of the Yangtze River Economic Belt Research Institute of RUC; JIANG Tipei, Party Secretary and Director of the Guizhou Public Resource Trading Center; LV Weimin, Vice President of Shanghai Exchange Group Co., Ltd.; CHEN Chun, Party Committee Member and Deputy General Manager of Shenzhen Exchange Group Co., Ltd.; ZHOU Jian, Director of Hainan Provincial Public Resource Trading Service Center; ZHANG Shibo, Chief Economist of Guangzhou Exchange Group Co., Ltd.; and BU Ninghui, Vice President of Glodon Company Limited. The session was moderated by JI Changhua, Party Secretary of the School of Public Administration and Policy at RUC.

During the event, 26 institutions jointly released the White Paper on AI Applications in Engineering Project Bidding and Tendering.

At the same time, the research project on Industry Application Standards for Artificial Intelligence (AI) in Public Resource Trading Construction Projects was launched.
