21st Sino-US Political and Economic Forum: Report Release and Seminar on “U.S. Immigration Policy: Origins, Evolution, and Implications”

On September 24, 2025, the 21st Sino-US Political and Economic Forum was held online, hosted by the National Academy of Development and Strategy at Renmin University of China (RUC). The forum was chaired by ZHAO Yong, a Research Fellow at the National Academy of Development and Strategy, and Professor at the School of Economics, RUC. The report “U.S. Immigration Policy: Origins, Evolution, and Implications” was authored and presented by QIAO Xue, Professor at the School of Economics, RUC. Prominent experts and scholars in the field—SHI Xinzheng, XU Minbo, ZHANG Yan, ZHANG Yongjun, and ZHENG Jinlian—provided in-depth analysis and commentary.

Session One featured the release of the report “U.S. Immigration Policy: Origins, Evolution, and Implications” by Professor QIAO Xue. The report focused on the following aspects:

The importance of immigration

The current state of U.S. immigration

The evolution of U.S. immigration policy

The impacts of U.S. immigration policy

Factors influencing U.S. immigration policymaking

Lessons and implications from U.S. immigration policy

Session Two consisted of expert discussions on related topics and the contents of the report. Professor SHI Xinzheng, School of Economics at Peking University, drew two profound lessons highly relevant to China based on a review of U.S. immigration policy. Professor XU Minbo, Director of the Department of Economics at Business School, Beijing Normal University, highlighted several deeply interconnected core insights from his comments on Professor Qiao’s report. Professor ZHANG Yan, School of Law at Renmin University of China, noted that examining the history of U.S. immigration policy from a legal perspective could provide important references for China. ZHANG Yongjun, Secretary-General and Research Fellow at the China Center for International Economic Exchanges, emphasized the value of Professor Qiao’s systematic review of U.S. immigration history and policy, suggesting three directions for further research to better inform China’s practice. ZHENG Jinlian, Deputy Director, Research Director, and Senior Fellow at the Center for China and Globalization (CCG), presented key insights from long-term research on China’s international migration combined with analysis of U.S. immigration policy, offering valuable references for China’s development of a technology-oriented immigration system.
