【News】 NADS Center for Research on Energy and Resource Strategies Held Open Seminar on “New Power System Reform”

On March 25th, RUC NADS Center for Research on Energy and Resource Strategies held an open seminar on “New Power System Reform”, focusing on interpreting Several Opinions of the CPC Central Committee and the State Council on Further Deepening the Reform of the Electric Power System (ZF [2015] No. 9 Document). It is proposed in the document that the reform of the power system should “be safe and reliable”, “stick with market-oriented reform”, “safeguard people’s livelihood” and “stick to scientific regulation”. The following instructions are made for major tasks in recent power system reform: (1) advance electricity price reform in an orderly way and straighten out price formation mechanism; (2) advance electricity trading system reform and improve market-oriented trading mechanism; (3) build relatively independent power trading agencies and establish fair and standard market dealing platforms; (4) advance reform of power generation and utilization plans and give more play to the market mechanism; (5) steadily advance electricity retail side reform and orderly give rationing business to social capitals; (6) offer fair access to power grid and build new mechanism of distributed generation development; and (7) reinforce power coordination and scientific regulation, and enhance safety and reliability of electric power.

Based on the above 7 key tasks, the ZF [2015] No. 9 Document highly values reform and sets competition and marketization as the direction for power system reform. Experts and scholars at the seminar interpreted the document from the perspectives of reform pattern, intensity and impact, and had some in-depth discussion on issues such as power grid cross subsidy, power grid coordination ability, trans-regional transaction market and international cooperation on power. Prof. Zheng Xinye from the Center believes the opinions in the document to be very important and one of the key directions of research for energy scholars in the following couple of years. Zheng also urged the researchers at the Center to interpret and study the document based on their own research areas and specialties.

Experts attending the seminar include Zheng Xinye, Wei Chu, Yu Yihua, Qin Ping, Song Feng, Chen Zhanming, Xie Lunyu, Huang Ying, Liu Xu, Shi Xunpeng and other teachers.
