Research on Local Legislative Outreach Offices Released

On the morning of June 8, 2025, the “Seminar on the High-Quality Development of Local Legislative Outreach Offices (LLOOs) and Launch of the New Book Research on LLOOs” was held in Room 1125 of the Lide Building at Renmin University of China. The event was co-hosted by the National Academy of Development and Strategy at Renmin University of China and the Association of Legislation of China Law Society. Representatives from the Legislative Affairs Commission of the Standing Committee of the National People’s Congress (NPC), local people’s congresses, academia, and the media gathered at Renmin University to jointly explore theoretical innovations and practical developments in local legislative outreach offices (LLOOs).

Professor FENG Yujun, chief editor of Research on Local Legislative Outreach Offices, faculty member of the Law School at Renmin University of China, and Director of the Center for Research on Social Transition and the Rule of Law at the National Academy of Development and Strategy, introduced the compilation and writing process of the book. The volume, totaling around 300,000 words, is divided into two parts: Theory and Practice. It features 27 carefully selected articles that encompass a range of topics including institutional origins, functional positioning, comparative studies, and empirical analyses.

The seminar coincided with the 10th anniversary of the establishment of Local Legislative Outreach Offices by the Standing Committee of the NPC. Through in-depth dialogue between scholars and practitioners, the seminar not only summarized the achievements of this uniquely Chinese democratic practice, often referred to as a “direct channel for public opinion”, but also offered theoretical guidance and practical solutions to overcome formalistic challenges and invigorate institutional innovation. Looking ahead, it will be crucial to further integrate grassroots wisdom with top-level design, steering the “express train of legislation” toward a broader landscape of sound laws and effective governance.
