2nd Biweekly Policy Analysis Meeting Successfully Held

On the morning of June 19, 2024, National Academy of Development and Strategy and School of Applied Economics at Renmin University of China successfully held the '2nd Biweekly Policy Analysis Meeting' with theme of the first anniversary of the implementation of the '31 Measures for Private Economy.' The meeting aimed to summarize the experiences and achievements of the first year of the implementation of the '31 Measures for Private Economy', share outstanding cases, analyze the current situation and challenges, and propose suggestions and countermeasures for promoting the high-quality development of the private economy.

Attendees included entrepreneurs such as Fei Gang, CEO of Guangdong Hongyuan Intelligent Technology Co., Ltd.; Liu Yu, Chairman of Beijing Jinkuihua Convenience Commercial Management Co., Ltd.; Peng Qianyi, Assistant to the CEO of Guangdong Hongyuan Intelligent Technology Co., Ltd.; Wu Baoling, Chairman of Beijing Jianyetong Engineering Testing Technology Co., Ltd.; and Wu Xiulun, Senior Business Deputy Manager of the Strategic Planning Department of China Everbright Group Co., Ltd. Also present were Li Zhaoqian, Secondary Researcher of the Comprehensive Department of the Research Department of the Central Committee of the China Democratic National Construction Association (CDNCA); Wu Xiaoming, Director of the Research Office of the Research Department of the Central Committee of CDNCA; professors Xiao Lei from the School of Statistics at Zhongnan University of Economics and Law; Sun Wenkai from the School of Economics at Renmin University of China; Zou Jingxian, Associate Professor from the National Academy of Development and Strategy at Renmin University of China; Huang Yanghua, Professor from the School of Applied Economics at Renmin University of China; and team members Zhang Zhongwen, Su Li, and Liu Songrui from the 'Private Economy' team.

This Biweekly Policy Analysis Meeting was chaired by Chen Zhanming, Deputy Dean of the School of Applied Economics at Renmin University of China. Deputy Dean Wei Chu delivered the welcome speech and introduced the background of the seminar. He pointed out that the private economy is a vital force in promoting Chinese-style modernization and a crucial foundation for high-quality development. On the occasion of the first anniversary of the implementation of the '31 Measures for Private Economy,' this seminar aimed to directly understand the feelings of private entrepreneurs, facilitating discussions among entrepreneurs, government officials, and academic experts, and offering suggestions to promote the high-quality development of the private economy.

Zhang Zhongwen, on behalf of the 'Private Economy' Three-Three System Team, presented the research findings, discussing three key aspects: the evaluation of the implementation of the '31 Measures for Private Economy' by enterprises, replacing 'state advances and private retreats' with 'state-private co-progression,' and the idea that confidence is more precious than gold.

Fei Gang emphasized that private enterprises are confident in driving new productive forces and promoting high-quality development, and they have broad development prospects in new sectors.

Liu Yu first introduced the assessment of the business environment in Beijing, highlighting the need to further ensure equal treatment between state-owned and private enterprises, reduce market entry barriers, strengthen the construction of regulatory systems, promote fair grassroots law enforcement, and enhance the inclusiveness and targeting of policies.

Wu Baoling mentioned that the '31 Measures for Private Economy' have further clarified the government's orientation towards promoting the development and growth of the private economy. He hopes the government will increase support for innovative private enterprises participating in national research projects and the National Science and Technology Progress Award, ensuring fair treatment for private enterprises undertaking major national tasks.

Xiao Lei noted that local research indicates the overall improvement of the business environment for the private economy, with good satisfaction among enterprises, but the judicial protection system for private enterprises still needs improvement.

Sun Wenkai proposed the need to ensure equal status for different types of enterprises in resource acquisition, further promoting competitive neutrality, and strengthening the protection of intellectual property rights for private enterprises.

Zou Jingxian, starting from the promotion of bond financing for private enterprises, suggested that solving the 'last mile' of policy implementation lies in establishing incentive-compatible systems and mechanisms.

During the free exchange session, the attending experts conducted in-depth discussions on the changes brought about by the first anniversary of the implementation of the '31 Measures for Private Economy,' financing support, business environment, and enterprise research, providing valuable insights for the high-quality development of private enterprises.

The 'Biweekly Policy Analysis Meeting' is a high-end policy discussion and exchange platform developed by the National Academy of Development and Strategy at Renmin University of China (NADS). It aims to promote the construction of NADS as a high-end think tank characterized by a 'new platform, extensive network, interdisciplinary and cross-cutting approaches, innovation promotion, and high output' through the research, analysis, and comprehensive evaluation of public policies. This platform gathers high-quality resources from within and outside the university, as well as from government, industry, and academia, striving to provide 'Renmin University perspectives' on major policy issues in fields such as politics, economics, society, culture, ecology, law, and diplomacy.

Developing new productive forces is an intrinsic requirement and an important focus for promoting high-quality development. In June 2024, based on the nation's major strategic needs, the School of Applied Economics at Renmin University of China established the 'Three-Three System' Teaching and Research Innovation Team. This team regularly organizes high-end seminars to facilitate exchanges and collaboration among experts and scholars through an academic exchange platform, contributing their wisdom to the development of new productive forces and the promotion of high-quality development. The 'Three-Three System' Teaching and Research Innovation Team consists of approximately three teachers forming a team around a research theme, with each teacher guiding three undergraduate, master's, and doctoral students in their research. About three teams support the construction of a key discipline. By establishing close cooperative relationships, the team jointly undertakes scientific research, teaching, training, and social service activities.

The 'Xingwu Entrepreneurs Roundtable Forum' of the School of Applied Economics plans to be held monthly, inviting entrepreneurs, government officials, and academic experts to conduct thematic discussions on hot issues related to the high-quality development of the economy and society.
