2023 Public Resource Transactions Exchanges Seminar Successfully Held!

On January 6, 2024, the '2023 Public Resource Transactions Exchanges Seminar' hosted by RUC NADS was successfully held at Renmin University of China. The theme of the exchange meeting was 'New Centenary New Missions and New Developments - Building an Independent Knowledge System for Public Resource Transactions'. More than 10 experts and scholars, leaders and business representatives share their views on digital transformation of public resource transactions and its future development paths.

WANG Yi pointed out in the opening speech that 'building China's independent knowledge system' is a request made by President Xi Jinping to the national education sector during his inspection at Renmin University of China on April 25, 2022, and is also a request made to all walks of life across the country. The public resource trading platform not only carries the important task of effectively allocating public resources, but also carries the responsibility and obligation of building China's independent knowledge system for public resource transaction. The exchanges on this seminar is of great significance and leadership. It will further unite forces in various fields and contribute more and better wisdom to the development of public resource transactions in our country.

WANG Conghu gave a keynote report on 'Building an Independent Knowledge System for the High-Quality Development of Public Resource Transactions'. He pointed out that China's independent knowledge system for public resource transactions has initially taken shape. There are not only many consensus concepts, such as 'Zero' legwork in optimizing the bidding business in the business environment, regional integration in 'integrated' construction. Moreover, mature theories such as demand overflow theory and transaction value theory have also been formed to guide the public sector in the compliance and behavioral patterns they should follow in transaction practice. In addition, Wang Conghu also pointed out that China’s independent institutional system for public resource transactions is being improved, an independent innovation practice system has been formed, the construction of independent systems and mechanisms is becoming increasingly complete, and the application of independent new technologies has become more extensive and in-depth.

In his presentation of ' Public Resource Transaction Effective Governance: Assessment Based on Big Data', and based on more than 10 million procurement data collected from the China Government Procurement Network, MA Liang evaluated the rankings of public resource trading institutions across the country from dimensions such as fairness, cost, competitiveness, openness, and compliance. He pointed out that through public data and objective ranking, the health of the industry can be intuitively analyzed, allowing trading institutions to quickly understand the problems, so as to carry out platform reform and digital transformation in a better and more targeted manner, unify the national market by truly spanning the boundaries of cities and provinces, and accelerate the legalization process of public resource transactions.
