SepOn July 25, 2018, the National Academy of Development and Strategy of Renmin University of China (hereinafter referred to as “NADS”) and the Abu Dhabi International Financial Center and the Financial Services Regulatory Authority China Office jointly hosted in the Renmin University of China“Opportunities and Challenges: Roundtable on China-UAE Comprehensive Strategic Cooperation under the 'One Belt One Road' Initiative. The meeting fully studied and discussed the fruitful results of President Xi Jinping's state visit to the United Arab Emirates from July 19th to 21st.
On the occasion of the opening of the comprehensive strategic partnership between China and Afghanistan (UAE), to further study and promote the “One Belt One Road” Initiative in the Middle East and North Africa, give full play to the advantages of research resources of the NADS as the first batches of national high-end think tanks and Abu Dhabi International Financial Center in major strategic projects, experts and scholars from Renmin University of China, Abu Dhabi International Financial Center and Financial Service Supervision Bureau, China Financial Publishing House, Chinese Academy of Social Sciences, China Modern International Relations Institute, National Development and Reform Commission, China Investment Corporation, Shanghai Stock Exchange, National Energy Technology and Economics Research Institute, China National Petroleum Corporation, China National Offshore Oil Corporation, Coal Information Research Institute, and Silk Road City Alliance were invited to gather together to conduct in-depth discussions on important issues in a number of areas and actively contribute ideas and suggestions. Professor Xu Qinhua, deputy dean of the NADS and the director of the BRI research center, presided over the meeting.
In his keynote speech, Prof. Yan Jinming, Executive Dean of the NADS and Director of the Research Department of RUC, pointed out that 2018 is the fifth anniversary of the NADS establishment. As a national high-end think tank, NADS is committed to developing into a new type of think tank with Chinese characteristics and international influence, serving for country's development strategy and social progress. With the key principles of "high platform, academic, and substantive", NADS actively carried out international exchanges and cooperation, and established the World University Think Tank Alliance and became the first secretariat unit within the framework of World University Alliance (WUN) system. At the same time, NADS translated and published the high-quality research results of the Institute, and conducted collaborative research with international think tanks, actively promoting the research results going outside. NADS conducted cross-nation study on BRI to promote the understanding and recognization by countries along the line with in-depth and practical research. With this chance of China-UAE Comprehensive Strategic Dialogue, it has become the beginning of series meetings on BRI.
Mr. Wei Gejun, President of China Financial Publishing House, stressed the importance of studying practical financial issues and service financial reform and development under the new situation. In the future, “One Belt One Road” strategic cooperation, especially in the field of financial investment, requires in-depth research and discussion on the combination of such policies, regulations and industries. In particular, it is necessary to carry out foresighted discussion in policy areas such as RMB internationalization and financial infrastructure construction.
Fu Chenggang, Chief Representative in China of Abu Dhabi International Financial Center and Financial Service Supervision Bureau, believes that President Xi’s visit to the United Arab Emirates will open an important period for comprehensive strategic cooperation between the two countries. The Abu Dhabi International Financial Center will play a role in two important areas in the future: First, Abu Dhabi will become a “One Belt One Road” financing center for the Middle East and North Africa, providing comprehensive financial services for major projects and important institutions of BRI, allowing the UAE and local investors to share long-term construction dividends. Second, building an offshore RMB center in the Middle East and North Africa will be a key task in the future. The Abu Dhabi International Financial Center is willing to make efforts with Chinese regulators, financial institutions and research institutions in this area.
This roundtable selected three important topics for in-depth discussions: “Win-Win Cooperation: Upgrading China-Arab (United Arab Emirates) Comprehensive Strategic Partnership”, “Strategic Cooperation: Energy, Technology and Capacity” and “Financial Infrastructure Investment and RMB Internationalization".
This seminar was held after General Secretary Xi Jinping paid a state visit to the UAE. Through in-depth discussions with the experts at the meeting, they reached important consensus in the research areas of high-level visits and the development of bilateral relations.
This is NADS as the national high-end think tank launched series of roundtables on the basis of BRI cross-nation study and RUC discipline and research advantages since success of “The Belt and Road” Green Development RUC-WUN Think Tank Conference on March 24, 2018. NADS conducted high-quality research and analysis to pragmatically fulfills the four major tasks as the national high-end think tank "Policy Consultation, Scientific Research, Serving Society, Public Diplomacy" and achieve "National Strategy, Global Vision, Decision-Making Consultation, Public Opinion Guidance.
