NovThe first 20 years of the 21st century are regarded as China’s period of strategic opportunity 1.0, and China’s comprehensive strength and economic volume are rapidly growing. With the improvement of world productivity, basic maintenance of global security strategic balance, globalization promotion, multipolar development of the world, rise of developing countries and other changes in the external environment and new adjustment period of Sino-US relations, China will usher in the period of strategic opportunity 2.0. In the new opportunity period, peace and development are still the mainstream of the times, and China will play a greater role in the international community. Globalization and world multipolarization will be further promoted, and the competition of comprehensive national strength with international governance and economic and technological development as the core will be the main driving factor for the change of international relations and international power pattern. China has a clear understanding of the period of strategic opportunity 2.0, i.e., adhering to and improving the independent foreign policy of peace; developing national defense capability to safeguard national security; opposing hegemonism, not engaging in arms race and not expanding to support the international order with the United Nations as the core; maintaining world peace and security based on the new perception of security and perspective of governance; and taking the initiative to establish foreign relations to promote the construction of a community with a shared future for mankind. In order to grasp the period of strategic opportunity 2.0, China will continue to vigorously promote reform and opening up; improve national governance and global governance capacities; pay more attention to the talents and their cultivation and utilization; and pay more attention to the small and medium-sized countries with “The Belt and Road” as a guidance. The period of strategic opportunity 2.0 is not only for China, but also for the world. China will work with the international community, including developing and developed countries, to create opportunities, seize opportunities and share opportunities and cope with complex and severe challenges to create and share prosperity.
