18th Biweekly Policy Analysis Meeting: Legal Governance of Data Security in the Context of International Conflicts

On June 30, 2025, the 18th Biweekly Policy Analysis Meeting, hosted by the National Academy of Development and Strategy (NADS) at Renmin University of China, was held under the theme “Legal Governance of Data Security in the Context of International Conflicts”. The forum was chaired by Professor ZHANG Yan, Director of the Center for Law and Globalization at the Law School, Renmin University.

The discussion focused on the data security challenges arising from the application of new technologies in the context of ongoing international conflicts. Participants included ZHOU Hui, Secretary-General of China Law Society Cyber and Information Law Society; Professor DENG Jinting from the School of Discipline Inspection and Supervision at Renmin University; ZHANG Xueqin, Senior Fellow at the Institute of Macro-economic Governance, NADS; HE Bo, Director of the Internet Law Research Center at the China Academy of Information and Communications Technology (CAICT); GAO Rui, Party Secretary and General Manager of China Chengtong Metal Company; and MA Lan, Chief Legal Advisor at QI-ANXIN Technology Group.

The participating experts conducted in-depth analyses of current data security issues under the international conflict landscape, drawing from their respective fields. Their insights contributed valuable perspectives on strengthening China’s data security framework and improving its legal system, while also offering directions for further research. Professor ZHANG Yan concluded the forum with a summary of the key points raised by the speakers.
