23rd Biweekly Policy Analysis Meeting: Strengthening the Development of a Unified National Market

On September 29, 2025, the 23rd Biweekly Policy Analysis Meeting, titled “Strengthening the Development of a Unified National Market”, was held. The event was hosted by the National Academy of Development and Strategy at Renmin University of China. It brought together experts and scholars from government departments, academia, and industry to conduct in-depth discussions on the strategic significance, practical challenges, and policies for building a unified national market. The meeting was chaired by SUN Wenkai, Research Fellow at the National Academy of Development and Strategy, Renmin University of China.

Experts from government agencies opened with keynote presentations, outlining the policy background, requirements, and implementation processes. Accelerating the development of a unified national market is a major decision made by the CPC Central Committee from a holistic and strategic perspective, and constitutes a fundamental undertaking for fostering a new development paradigm. Scholars then offered in-depth analyses from various angles. Professor LIU Shouying of the School of Economics at Renmin University of China noted that the current effort to build a unified national market faces new challenges such as insufficient demand and intensifying intra-industry competition. In emerging industries in particular, local governments continue to rely on outdated competition models, resulting in disorderly competition and resource misallocation. He emphasized the urgent need to address these issues through institutional innovation and market-oriented reforms.

Industry representatives also shared practical observations and recommendations. LI Fulin, founder of Nuoben Data, drew on industrial data analysis to highlight the severe “data silos” that exist along industry value chains and the low rate of cross-industry data sharing. He argued that a cross-industry data collaboration mechanism should be established to facilitate the efficient flow of data elements within a unified market.

Participants unanimously agreed that strengthening the development of a unified national market helps dismantle regional barriers, optimize resource allocation, and enhance international competitiveness. It is a key measure for promoting high-quality economic development and achieving common prosperity in China. This seminar further brought together expertise from policymakers, scholars, and industry practitioners, offering new insights and practical inspiration for advancing the construction of a unified national market.
