The 17th Issue of Policy Briefing, NADS: Administrative Examination and Approval Reform Should Stress the Demand-oriented Local Reform—On the Basis of Research and Analysis of Examination and Revision

Based on the experience of Zhejiang Province, the author has found that there are a number of innovative practices that integrate the central reform intention and the local development, such as the standardization of administrative approval of Ningbo, the "Joint and Efficient Approval of Investment Projects" and the Jiaxing City, "the Administrative Approval of the City and County Integration." The local demand-oriented reform path is different from the central government-oriented reform path. It is based on the realistic demand of local economic development and public service, and the process reengineering is the main content, with the characteristics of power devolution and pre-approval and examination. In order to promote the work of examination and revision from the stock cut to institutional innovation, demand-oriented local examination and revision should be stressed all the more; giving local governments appropriate autonomy, departmental integration and exemption clause to expand the space for comprehensive pilot reform; local people's congresses, higher authorities, independent third parties and ordinary people should play multi-directional and supervised roles.
