How to address the issues of different people, and turn them into drivers for national development?

Xinhua News interviewed Lin Shangli, Deputy to National People’s Congress (NPC), and President of Renmin University of China (RUC) and dean of RUC National Academy of Development and Strategy to share his opinion about solving the needs of 1.4 billion people through the Two Sessions.

Why is whole-process people’s democracy “effective and practical”?

As a scholar of political science, Lin Shangli believes that the system of the National People’s Congress of China is an organic combination of the fundamental theory of Marxism, the long-term exploration of socialism and China’s reality. It is a modern, democratic system created by the Chinese themselves.

Whole-process people’s democracy fully listens to various opinions, and promotes the formulation and implementation of national policies through a rigorous legislative process, which has enhanced the scientific and democratic nature of national governance. This effective democratic mechanism not only promotes the country’s development, but also provides guarantees for the well-being of the people.

How to listen to the voices of 1.4 billion people?

The system of the National People’s Congress has become increasingly mature after 70 years of development.

Lin Shangli believes that the system of the National People’s Congress is an important mechanism that enables people to express their will. It gathers the will of the people and transforms them into national strategy. Through the NPC deputies, all the people can genuinely participate in national governance. The system of the National People’s Congress is the fundamental political system to ensure that the people are the masters of the country, and to make Chinese society vibrant.

In the new era, what kind of talents should universities cultivate?

The answer is to cultivate new quality talents. Lin Shangli believes that the largest and highest-return investment in the world is the cultivation of talents. The more technology develops, the more we need talents who can develop comprehensively. As an educator, Lin Shangli said that the ways of knowledge supply and acquisition have undergone tremendous changes. Universities should strengthen ideological and political education and innovative talent cultivation models, “while also opening up space for young people to create, innovate, and explore”. To cultivate a group of new quality talents with future vision, technological capability, and humanistic sentiments, “so that the nation and the people can stand rock-firm in the world, and truly seize the future.”
