ZHANG Yunfei: Green Development of Population — A Key Issue in the Modernization with Chinese Characteristics

Given China's current natural and material conditions such as population, resources, environment, and ecology, as well as its level of economic and social development, we still need to uphold the principle of green development of population. Green development of population is an inherent requirement and an integral part of the national strategy for balanced  development of population. It is also a key issue and important task in advancing modernization featuring harmony between humanity and nature. To achieve the goals of green development of population , it is essential to maintain a moderate total population, cultivate a high-quality population, form a rational population structure and spatial distribution, and effectively enhance the strength of China's human capital, striving to build the country into a human capital powerhouse. To this end, it is necessary to formulate and improve population policies based on the strategy of major function-oriented zone, promote the coordinated development of population with resources and the environment, maintain the continuity and stability of the family planning policy, and prevent and defuse potential security risks that may arise from the illegal inflow of foreign populations.
